Like UK cities, the weather in New York in November is not entirely predictable. Temperatures have been known to drop as low as -11C or rise as high as 24C but the average daytime maximum is 11C and the average nightime minimum is 3C.
November is one of the dryest months in New York with rainfall occurring, on average, on just 9 days of the month.

I've just taken a look at what's available at

Don't be put off by the word 'hostel' in that web address. The site also offers hotel accommodation. (Use the 'advanced search options' and tick both 'budget hotels' and 'guesthouses'). Interestingly, the hotel which features in 2nd place in terms of customer satisfaction ratings (81%) is the same one recommended by Chazza, the Wolcott. For the dates I tried (in November), prices are �87.31 per night in single rooms. (�98.22 at weekends). It looks as if the twin rooms are already booked on most dates but, for those (mid-week) dates which were showing as available, the price was �73.67 per night.
Edging in ahead of the Wolcott in the customer satisfaction ratings (82%) is Hotel 31, on East 31st Street.. For the dates which I checked, prices, per person, were as follows:
Single (Shared bathroom) �51.84 (Weekends �57.30)
Single (En suite) �76.40 (Same at weekends)
Twin (Shared bathroom) �30.01 (Weekends �32.74)
Twin (en suite) �38.20 (Weekends �45.02)
(Note that the twin rooms are already fully booked on some dates)
