For more on marking an answer as the "Best Answer", please visit our FAQ.Both a theodolite and a protractor measure angles - but a theodolite is set up on a tripod and is used *out in the field* by surveyors for both measuring angles and setting out points (for say buildings or roads, yet to be constructed). More commonly used these days though is a *total station* or EDM - Electronic Distance Measurement which measures both angles horizontally and vertically, as well as distances. A protractor is a semicircular piece of plastic used by a million schoolchildren to measure angles on pieces of paper.
