Is 19a adjustor or adjuster (both are legitimate spellings for the quick clue: "One who changes things"? Can the anwer to this be derived from the crypytic clue: "Jack, wearing a long type of coat, is an insurance worker"?

I've put adjuster - a duster being a long coat with j - loss adjuster being an insurance worker
