REFUSE STAYS

Flock is refuse (from cloth), Stays means waits, and the whole phrase, to refuse stays , or to miss stays, means to fail in going about from one tack to another when on a sailing vessel. It's in Chambers under the third definition of stay.

An extremely tricky clue!

I spent hours puzzling over that one.
DO YOU MEAN THE MAIL ON SUNDAY ? am asking
because I cannot find any of your questions in the
Sunday Mail and I have done both crosswords. !!!
