Unable to interrupt BIOS Sequence

Never had this problem before has anyone else ?
I am using a non USB keyboard. The keyboard is responding but although I press F11 for Boot Sequence or DEL for setup at the correct time the sequence just runs up to Ultra DMA check, capable and enabled regardless and stops there. CTRL/ALT/DEL does not respond then either. I am completely unable to make any progress of course.
I moved jumper pins to clear the BIOS memory and back again and got into setup and boot sequence just once and started Windows but the problem has now returned.
Any ideas please or has anyone had this. (again the keyboard is responding).
Is it perhaps a failure of the BIOS chip ?
