Boy written four times vertically, top one in red?

I think that top right is two clues - the 50 refers to Dr Who but the woman is from something else.
The four instances of "Boy" is Top Boy.
Any ideas for the castle/tower on the hill or the sign offering a cure for optimism/cheerfulness?
And does the random staircase leading from the roof refer to a clue?
