I've got three names.
At school was always taught it was Rowland Hill.
I seem to remember being taught that William Dockwa and his business partner Robert Murray were responsible. I don't think they would be very impressed at the cost or delivery times of the present day
Penny Post was established in 1680 by William Dockwra and his partner Robert Murray.
The introduction of the Penny Post by Rowland Hill was on January 10th 1840, after the idea was proposed by him in 1838. This innovation facilitated the safe, speedy and cheap conveyance of letters. On May 6th 1840, letters could be pre-paid and this is when the first stamp, the Penny Black was introduced. I live nearby to where Rowland Hill was born.
I thought Rowland Hill too.
