I am stumped on this one . Is it Southsea or possibly Clacton?

I came on here to post this very question myself. It's baffling me too. Look at number 16 here:

What I can't find is the photograph by Charles Ralphs anywhere online. Google has been no help. I'd like to find the photo even if it's only for confirmation.
Could it be the pergola structure shown in Clacton on the last photo here:

Could be Deal.

They have great connections with the Royal Marines and there is a Pier.
It's def Clacton-on-Sea
I've gond for Clacton-on-Sea on the basis that I know the pier was opened in July 1871.
I've put Clacton cos if you google and type in war memorial in sunken rose gardens it comes up. Also Clacton was founded in 1871
