name this horror novel/author?

hi, does anyone know this? read it on holiday good few years back. seems to be set in america about a gang of young men who are terrorising an area. written in the first person. the main character runs about like a savage, wearing something he calls his "connie kilt", which i seem to remember was an item made of human skin, from an actual person called connie! quite a gruesome novel, where he and his gang appear to be chasing down a young girl who escapes him and his cronies after they break into a house and murder most of the family! its driving me mad not being able to recall any more! thanks in advance!
