Presuming 30 DOWN is YELL - but can someone explain the wordplay in full.

CLUE:
Shout bit of mockery for Liberal? Thatcher would do that (4)

Being in NZ you may not know that (Mrs) Thatcher took the milk away.

YELD means not giving milk and is an alternative spelling of YELL

YELL (shout) with M (bit of mockery) replacing L (Liberal) results in YELM (to lay straw in order fit for use by a thatcher).

Thanks folks - I tend to agree with kaminsk2p i.e. the 'M' in Mockery replacing the 2nd 'L' in YELL to get YELM, a thatching term.
I agree with YELM, as in kaminsk2p's explanation -- and this is the first time I have ever disagreed with kayakamina.
