There are clearly two points here - the first is that Answerbank has its own "rules" - ask anything you like as long as it doesn't offend, isn't rude, etc. Clearly, this "allows" "detective" to ask what he likes (and he certainly does).

The second point (and by far the more important one in this case) is that the quizzes "detective" is entering (GBQ and GFQ) also have their own rules and they say that contestants are not to ask for the answers on any quizzing sites. So, if anyone chooses to enter a quiz, they should abide by the rules of that quiz.
