Who came up with the theory of ionic bonding?

I would have to guess that it was probably Linus Pauling, who introduced the term 'electronegativity' and described the nature of atomic bonds. Have a look for him in google or wikipedia.

It might have been earlier than that when Dalton discovered valencies in the mid 19th Century. Valencies are the electric charge on an ion which determine how it bonds.
