Granted AB is a UK site, but in this day and age, the World Wide Web operates independently of international borders and it would be churlish to consider it otherwise.
This is the reason why some of the most learned and frequent posters on the Science section and elsewhere are based in the USA. Clanad for example is over the pond as are many others.
bonkdu only has to wait for our cousins in the USA to come online later this evening or night and I can almost guarantee someone from over there will be able to answer his question or give him some good advice.
Use of the word "federal" is automatically indicitave of a USA citizen and disclosing country or state should be seen to be superfluous under these circumstances.
Just because The Answerbank is based in the UK, it doesn't mean that citizens of other countries cannot or should not use the service.
