I suppose for a sexy kind of look, go for the smoky eyed effect, lots of (but not clumpy) mascara on the ends of your lashes and just slightly around the eye -
Brown eyes - A light cream, perhaps a slight brown to the sides.
Light eyes - A dab of a deep purple just slightly by the lashes, as if you're applying liquid mascara, that kind of place.

Well I don't think is that simple... for me it also depends on:
- time of the day: in the morning/afternoon, lighter colours, or how could I say, soft ones, something that will make your face shine and give harmony to your eyes without calling attention from miles away....!!! For the night, you can use something more bright and "heavy"...
- occasion: if it is a party, of course you go for more make up here, and then would be nice that the eye shadow colour meets the colour of your dress or whatever you are wearing; if it is just a day by day eye shadow, any neutral colour, shades of brown, for example, or blue, if you like it.
- personal tastes: why do you want to pass eye shadow? is it just to compose a whole nice look, but discreet, or you want that make up that looking at you it seems you've worked hard on that for hours??

As has been said before; it depends upon the colour of your eyes. I have dark hair, and brown eyes and lilac/purple (subtle, though!) tend to look good with that colouring.
You could always pop into Boots, for example, to one of their make-up counters and ask for some advice there. Hope this helps. :o) x
