In both cases you are using a uniform cylinder to measure a volume by measuring the height of liquid in the cylinder. If you can measure the height to an accuracy of 0.5mm, then the volume is accurate to 0.5 * pi * r^2. So, the smaller r is, the more accurate the volume measurement is.
