Do different techniques cause different amounts of surface charging or does it depend on the intensity of the beam?

Why doesnt surface charge build up on the surface of conductors?

Are you perhaps talking about a Scanning Electron Microscope? The sample is coated with a very thin layer of gold and placed on an earthed metal sample holder. The impinging electron beam does not cause the sample to become negatively charged (an thus repel the electron beam and cause image degradation) because the charge leaks away to earth.
