Why do we start the new year 10 days after the shortest day? When everything else is based on solar and lunar measurements it would be logical to start it on the day after the shortest day.

Obviously not getting my query across - who and when was the decision made to start the new year on this specific day in the solar cycle, and why?

The Romans just had a feast day to beginnings and endings dedicated to Janus and it turned into New Year's Day. There's no astronomical reason for choosing this date.
