Sales are there to get rid of stock that hasn't sold. The popular sizes sell out first.
I have never understood the use of the word 'sales' in this context. Every purchase is a 'sale'.

that's what I mean, there are racks of small sizes ,so why do shops stock up so much with them when like you say the popular sizes sell out x
I think it's a bit more complex. I have been everything from size 8-22. I think it is easy to conclude that there is nothing in your size because there is nothing you find appealing.

I do recall walking through M&S where there were rails and rails of 18 short trousers and a complete raft of silver faux leather mini dresses with stamped out daisy design around the hem and shoulders. They clearly hadn't judged their customer base.
When I go looking,I can't find anything in sizes 10/12. I'm sure it varies from branch to branch, and area of the country.
