Dual Flush Toilet

My friend has a dual flush toilet, with the operating button on top of the cistern. It will only give a short flush, regardless of which part of the button is pressed. I've looked online, but can't see anything that looks like her fitting. Most have a button with two separate depressing rods, but hers has just one, that depresses a short way for a short flush, and further for a long one. That operates a sort of lift lever. There seem to be various adjustment points, but without the instructions, I'm at a loss to see how this thing works, or how to adjust it. Any help appreciated.

What happens if you hold it down?
Sometimes these siphons in the tank has a plug on the side, if removed will only give a short flush. If my memory serves me.

Hi, Hopkirk, if you keep the button down, it gives a complete empty of the cistern. That's how she's getting a full flush at the moment. I can see me replacing the whole assembly!
I have a dual flush toilet. I know the government stopped people buy these many years ago because they said they used up too much water
To get the full flush on mine i just hold the handle down longer, thats all.
Sounds like it is working ok. Press it for a short flush and hold it down a bit longer for a full one!
