I am not 100% sure but if you're a 28'' inside leg then you'd be classed as petite so you could probably start with looking at the petite ranges in general high street stores. If you don't want bootleg/flary type then I'd stick with places like Marks and Spencers and Next. I think a 32'' waist may be a size 14 but not sure.

You will probably only find 27 or 29 inch leg. but I could be wrong. I have been out today buying trousers and these are the only sizes I remember seeing.
maggie01 where did you buy your trews from?? All the high st shops I go to are either 30 or 32 inch leg and when I am in flat shoe wearing mode, 29 would serve me good...
Well the ones I was referring to were in Littlewoods. Depends how trendy you want to be. These were normal straight leg trousers. Only reason I went in there, was because they are closing down and everything had 20% off.
How about M&S Short Leg? Not sure of the exact measurement but I am 5' and they usually fit me OK.

Are you Male or Female? if you are Male try M&S Debenhams & Littlewoods.

I dont know about you hopalong but by the time I've taken up the hem it's about 6 - 8 inches lopped off and about 10 - 12 inches wide at the bottom ( not very stylish ) haha
Marks & Spencer do a 28" leg and a 32" waist.
