Yes they can.It is up to that store's/shop discretion if they open the same number of hours for that day or not.

Large stores cannot trade on Christama Day in England and Wales no matter what day of the week it is.
They can't trade on Christmas Day either.....
It's Easter Sunday that large stores cannot open
dzug are you refering just to England? because up here in Glasgow Debehams & Frazers as far as i can remember have always opened on Easter Sunday.I know Debenhams did as i worked for them for a few years.
