After a great deal of web searching, I've come to the conclusion that the UK firms, which make aerial toppers, probably import the balls directly from China.

So, the only way you could get hold of some 'blank' balls would be to approach a manufacturer to see if they're prepared to supply you with some. I suggest trying Promofoam:
