In what way? It swells in water, so if swallowed (by human or animal) can cause severe problems.
Silaca is used as a health supplement for humans...it is used internally to aid in digestive probs-constipation-.....and is also present in supplements for hair and nails
If you mean the little packets that you get in new trainers and other goods, they are to stop any moisture. They contain chemicals which could be poisonous if eaten in quantity, but provided only the odd one is eaten by a dog it would probably not cause a problem. Found this whilst looking it up, just had to share it:

you should never eat silica i did it once because it said not to and the squirrels found out and they came after me i woke up screaming and they were taking little bites out of me and i asked them to stop but they said no you ate the little packet of silicone and now your going to die but then dave the disco badger came and battered the squirrells faces in with his disco ball mace and i said cheers dave and he said dont eat it again it really annoys the squirrells and i may not be around next time to rescue you and thats why they print that on the little packets

tash, it IS poisonous, so don't add it to your dinner! Or your pets' for that matter!
