Can I take a top back that I dont have receipt for and no tags in it either, its got holes in the shoulder

If an item is defective when sold, you have the right to a full refund. You're not obliged to produce a receipt or to retain the tags.

However you might need to fight your case with the manager of the store. (Muttered threats about 'trading standards' and 'my mate who works for the local newspaper' might well be called for). Shoplifters know that if they nick a £30 garment they'll only get a fiver for it in their local pub. But if they put a hole in it and manage to convince the store that they bought it from there in that condition, they'll get £30 in cash. So store managers are naturally wary of giving refunds to people who can't produce a receipt.

I got it as a present.
Unless the name of the store is obvious from the label, you're going to have to ask whoever gave you the the present where they got it from. So perhaps you might persuade them to return it for you as well? (They might have the receipt or a debit/credit card or statement showing the original transaction)

they dont have receipt and it defo came from new look, and they still have the item on the shelves

if it was a gift then the rights under law belong to the person who bought it, not you so strictly speaking they have to return it.
