Finding people Via Photos

Is there a website anywhere that you can submit a picture or details about a person, put up any info you have about them and see if anyone knows them? There's probably some privacy law stopping this but my friend went on a walking trip in Berlin last month and he met this girl, only spoke to her once and then after the trip, never saw her again. He now regrets this terribly and desperately wants to find her! Is there any way of finding someone when all you have to go on is a picture and knowing that she too is from the UK?

I remember a site called something like "I saw you" or "that was me" or similar, that allowed you in message borad format to put in details in case they too were trying to do it. Sorry I can't remember the URL.
What he could do, is contact the tour company, give them as many details as possible and ask them to contact her and pass on the details. They won't give you client details, but if you get a good operator with a bit of compassion they might just help you out by passing a message on!
