the above was a famous speech made by Magaret Thatcher, but can anyone please tell me who was her speechwriter?

I think Bernard Ingham was involved in many of her speeches.
 i think this was a pun on christopher Fry's play the lady's not for Burning 
Ronald Millar, later Sir.

You're right, too, jno. I think Millar wrote this speech, including in it the Fry quote.
