According to Wikipedia, a carr is a north European wetland, a fen overgrown with trees.

Another possible meaning is 'fort' or 'castle', based on the Latin word 'castra' or the Celtic 'caer/cair'. I understand that Carlisle, for example, is based on those rather than wetland/fen, though the place was recently flooded!
