TBH I have always thought that free school meals should only be for the very worst off and given all the extra's you can get whilst on benefits it does encourage long term usage.
As for treating NI and England differently - happens all the time! Universal credit isn't actually fully implemented here yet. Our NHS does not follow the PACE guidelines over most treatements and our MPs get paid for 18 months for not attending work because they cannot agree!

It seems that the "Let's treat people as adults and give them all their Benefits in money - then they pay their own bills and manage their own lives" policy is foundering - as many (most?) people thought it would.
Levels of rent arrears are skyrocketing, children are going hungry, heating is being cut off and even water and basic sanitation are being disconnected for non-payment of bills.
Benefits need to be hypothecated - and the relevant amounts deducted at source and paid to the suppliers of housing and utilities. The major part of any allowance for children should be paid in non-negotiable vouchers for food/clothing.
Then we shouldn't need Free (ie paid for by the taxpayer) School Meals except in a very few difficult cases, for a limited time.
As to treating Non_Iron differently - I refer you to the hold that the DUP has on Mrs May's testicles.

" - bang on SD, you cannot give WSS actual money. Just give them what they need to survive. BTW even the poorest WSS lowlife in Britain is richer than 95% of the world.
