I once acquired (through work) a CD Rom database of telephone numbers - I can't remember where it was purchased from but an Internet search might bring something up. You could search the phone number field for UK addresses. Searches took a while, but more often than not gave a name and address, giving my office a miami vice reverse phone-book type feel! I successfully did it on my own phone number anyway
you can't as stated but you copuld type the numbe rin the INternet and see what comes up - that worked for me once - alternatively, try 192.com. They hyave a pay for tracking service or there's always a private investigator....!
