A dutch bill
is not a question as it doesnt have a verb in it.
I think this may be a reference to William of Orange, Stadtholder of the Netherlands and later King William III of England. And please before anyone points out to me, stadtholder is an English word for the Dutch one which is stadthouder. I have no idea why the English need a different word for this.
