I think it IS a behaviour (as well as the law).
I think "most" white English people buy a car and expect to tax, insure and MOT it.
I think many immigrants buy a car (maybe at an auction), never register it in their own name, so never bother to tax, insure or MOT it.
If they dont get caught it is a years "free" motoring, and they are not the registerted owner anyway.
If they DO get caught it may be a £300 fine (which is less than the cost of a years insurance and they wont pay it anyway).
So if they never insure the car they probably will gain in the long run.
I agree it is the law, and the police should come down hard on them, but it seems they have been getting away with it for years (although the new guy who is head of the met has now started coming down hard on it).
