If a few innocent people are killed so the majority can be executed, than that's just what the Americans call 'collatoral damage'.

It is to do death penalty according to Islamic law and that is the main issue for few people here. For that reason Islam does not believe in imprisonment. Because when you put people in the prison they become more sophisticated and educated criminals and it was recently in the paper that rehabilitation does not work at all. Then five star prisons cost a lot and people who suffer are usually the family of the criminals because they have to cope with it sometimes without a father or a bread winner. Apart from capital punishment for a handful serious crimes Islam believes in quick fire lashes that really hurt at a public place to humiliate the criminal and within day or two he is free to get on with his life with few serious scars on the back for rest of the life. Finally don’t forget that in Islam door of forgiveness is always open only if the victim (or the relatives in case of murder) decides to forgive.
