Toilet Seat Troubles

I need to replace a toilet seat in our downstairs loo. I have removed the seat and it would appear that the plumber installed it with the seat attached (clever eh?) This would not be a problem normally - however it is one that is sealed at the back meaning I cannot undo the nuts underneath. I have thought about hacking through the bolt but there is a washer on top that appears to be part of it. If this is the case it will not drop down. The only alternative is to get a plumber to remove the pan in order to get to the nuts but I am sure there is a way of doing it without a hefty bill. Any ideas much appreciated. Thanks!

Do you mean that the cistern is sitting on top of the toilet seat fixings ?.

No to both the above answers but thanks. The seat has gone it is just the old bolts that need removing. Once they are gone I can put a top fixing nut in.

Sometimes I think a photo is worth a thousand words. The idea that you have removed the seat but the seat was installed with a seat attached, is not something I picture easily. But if the seat is removed already it can't be the issue anyway. There seems to be something still bolted on to the porcelain. Unsure the reason why you can not get to the nuts. Maybe you could drill the bolts out ?
Imagine you have removed the old seat and the broken/rusted bolts are still in protruding from the holes. What I usually do is grip the bolts with a pair of mole grips and either hacksaw them off or if there is room just cut through quickly with grinder
I presume you are going to replace the seat. Unscrew the screws holding the pan to the floor and slide the pan forward and u coupled it from the soil pipe.
You can then secure the new seat. Lubricate the seal and slide the pan back onto the soil pipe before securing it to the floor.... simple not guesswork.
