I would't think so unless it prevents you from walking more than 50 metres unaided. Anyone can apply though it doesn't cost anything to apply, just £10 if they issue you one.
It looks quite difficult to get one yesterday someone I know was given a temporary one when he had a hip operation. That was 10 year ago and he's still got it and his hip is fine so he tells me.

They must have changed the rules because these days your Blue Badge has a three year shelf life and you have to reapply and get reassessed or you lose it.
AL are you saying that because he got it so long ago he won't now have to start reapplying every 3.5 years? Or he will now have to apply? I hope he does BTW.
ladybirder, the new ones ( well at least 5 years old) have an expiry date on them. Its up to the holder to re apply before the expiry date, though you do get a letter about 4 weeks before it expires. If his badge has no expiry date then its probably out of date. When you re apply you have to answer all sorts of questions about your help and sometimes have to have another face to face assessment, depending on your disability.
Thanks AL. I will have to ask next time I speak to him. You never know of course, but I would have had him down as an honest person who I have known since 1968. He's a pensioner so I don't know if that makes any difference regarding the badge.
Ladybird,my mother is 86 and still has to renew her badge every 3 years. They do it automatically now as in she doesn't have to have a reassessment but she still had to fill in the forms.
