It depends where and why. If I get on the subway and suddenly the whole carriage turns to look at me, I've probably tucked my skirt into my knickers again ;-)
If on the other hand I'm going to a do or a party and I've taken a lot of trouble with what I wear and my appearance generally, it's complimentary (usually).
If people are staring at me because I know they dislike me, I generally make direct eye contact, bug my eyes at them laugh and wander off.
If people stare at me because they think I'm weird, that's their problem, doesn't bother me remotely.
It's a non specific question so really hard to answer.
