It's a device to warn listeners that what will follow is considered very important by the speaker, even though a lot of it is pretty much lifted from 'inspirational' websites and passed off as wisdom.
I've encountered a variation on 'so' as the introduction to a sentence.
When supervising teams of young Asian guys, interviewing people in London, I've threatened to murder anyone who I hear starting a sentence with 'actually'! That was because I got totally fed up of listening, hour after hour, to interviewers walking up to people and introducing themselves with "Actually I'm doing a survey . . . "
