People like those on such programmes as you have mentioned have always existed in England. It is just that they never had a pedestal to air their spurious trivialities on national TV. Now that they do have a public platform many many more will continue to come out of the woodwork. So we can blame the media and the viewing nation who revel in this morbid fascination of, 'ooh people like that shouldn't be allowed' etc.
