Double Yellow lines question.

I live very close to Victoria Park in Southport, which is currently hosting it's annual Southport Flower Show. I live in a close, which has double yellow lines down both sides. So why, every year, do 2 signs go up at the close entry, announcing that there is to be no parking in my road, coupled with bollards spaced out every so often down and up the road?
