There isn't necessarily one. What's the need for the ebola virus? Or a giraffe? Or for that matter, what's the 'need' for you or I? Evolution doesn't work like that. Tortoises evolved from earlier creatures and were successful enough to survive until the present day due to other environmental and evolutionary processes.

As a corollary, why did god create tortoises? If they serve no purpose, why did god bother to create them in the first place? And the same question goes for the ebola virus and giraffes.

I rather suspect that Jno's post wasn't referring to that particular idea of 'turtles being all the way down' as Jno's post referred specifically to tortoises.
If not for arbitrary beliefs, based solely on ignorance and fear, the existence of 'god/s' would never have been given a leg to stand on. Never has the phrase, "much ado about nothing", been more applicable then with regard to the possibility of the existence of deities.
I read a science fiction story once - can't remember it exactly, I read so much sometimes it gets mixed up - about a whole universe taking millions of years and hundreds of different species all inside a soap bubble - their time being of course different from ours. It came to an end when the 'being' who had made the soap bubble popped it. Perhaps we should not be too bland - we may be inside a soap bubble for all we know.

You cannot possibly win a debate on this subject, as you have absolutely no evidence whatsoever to back up anything you say ... its all just in your head and what you choose to believe... so why bait?

as many have stated - there is nothing new there so no need to comment.
