It should mean 'prod' or encourage vigourously - as in reaching out to the OAPs over pension credit
It's right to be angry when someone that is hindering says they are reaching out. They are portraying themselves as helpful when they are not. This fact is easily recognizable when the person is insincere. It's more challenging when the person sincerely believes they are helpful while they are actually hindering.
The phrase itself comes from the idea of physically extending one's arm to offer help or comfort. It conveys a genuine attempt to connect, support, or assist someone. When used correctly, it can be a warm and caring expression.

There's something in that. A good example is when this government and the previous governments 'reached out' to pensioners who weren't claiming the pension credit they were entitled to. It's a way of saying "it's very difficult but we're trying everything we can to get them to apply" when in reality the government should already be able to identify who these people are.
Reaching out should be a bit more than just contacting, but unfortunately too many organisations use the term 'reaching out' when advertising/emailing/writing to would be a more meaningful term.
It should really be 'reachin' ; 🙂
