It not just Blue Badge applications, there are web sites for Driving licence renewal, passport application and others. They are not actually illegal as they act as your agent but charge a hefty fee which they pocket for themselves.
These sites normally come up before the real ones if you 'Google' for them.

This one seemed to be a targeted email though eddie containing some of her details.
I am sure there are some phishing emails
