I have received a message on my iPad saying it hasnt been set up. It’s quite old and been used over and over. It says that the owner has used find my phone (I haven’t). To link it to their Apple ID. It’s asking for my details. (ID and password) to set the activation lock. Help and advice please

I think it might be genuine but I would be carefu. I'm not sure what a scammer would achieve from this. Do you know your ID and password? Maybe put an incorrect version of the ID in and see what happens- if it says thanks that's fine then you have given nothing away. if it says 2sorry that's wrong' then that suggests it is a genuine apple request.
I'd use the good ipad though to do an online chat
