Chances Of Improvement
I'm not sure if the 10% chance of improvement is 10% chance of success or 10% improvement in condition.
Either way I don't think a 10% improvement on his present condition is enough to sway me from thinking that the more humane and compassionate course is to allow him to die.
In some cases Life at any cost is not life, it is purgatory.

Apparently, the ‘treatment’ is non-invasive and can be added to Charlie’s food, so firstly, why do they need to take him to America for that, and secondly, he’s being fed through a tube, so how can it be added?
