Could anybody please tell me what safety provision is required for a Golf Club to function by law.

The owner also has a duty to maintain the course using ordinary care and to remedy any potential causes of injury. A golf course's owner will only be liable if he fails to exercise ordinary care (i.e. is negligent) in how he operates the course.

not to mention safeguards such as bells sited on fairways where visibility is compromised and players can sound the bell to warn players on the tee that they have cleared the area.

Why don't you just contact your local golf club and ask them. Say it's research for a college course (or relative's) or something like that if you don't want to be upfront about your reasons. I'm guessing that there's a particular reason for you to be asking this question, as I have a brain that is constantly coming up with thoughts about things, but safety provisions of a Golf Club has never crossed my mind.
