The players colliding and the raised hand and scratch are clearly different incidents. If the ref had dealt with the incident according to the rules it would be straight red for violent conduct. The ref didn't deal with it at the time, so the panel should have reviewed it. I expect a smaller club would have been penalised more serverely.
