I haven't watched Formula 1 for many years but, as it happens, I saw that incident (and the umpteen reshowings of it) on the telly in a pub yesterday.
Vettel was forced to make an error by Hamilton's constant pressure and, as a result of that error, clearly obstructed Hamilton's path. He deserved to be penalised and the better driver won.
