Neutral ground would probably deter most fans from doing this and the police could easily deal with the number of those that don't abide by the guidelines. At least, that's the reasoning behind it as far as I can see.
A logistical challenge but a reasonable solution. For example a London team v a Manchester team could play at Nottingham. Is it far enough away to deter fans? possibly? But what to do with derby matches where fans will struggle to resist cheering the team along from outside the ground while listening on their radios.
Personally I'd draw a line under the season and leave the current league positions unchanged. But I know thats not ideal because not all teams have played each other.

Of course £££££££ comes into it. If the season is ended without another ball being kicked, clubs will have to pay back money to Sky and BT. Which is only right, but there will be teams - my lot, for instance, for whom this could spell disaster. We took quite a while to recover from the plug being pulled a few years back on the television deal for the Football League.
Actually Ken, United were on a better run with Bruno Fernandez being introduced under Ole' Quarter finals of FA Cup... still in Europa... in the league fifith not great but playing better football. Littlepool catching United up one notch to 19 against our 20...league titles I accepted way back in November.
