I've sat and watched football on tv and shouted 'Penalty!" only for replays to prove me totally wrong. An umpire can only call what he/she sees.
The scuff mark only shows where the ball hit the court and the width of the scuff is less than the diameter of the ball. I think the rules state that "any part of the ball" is relevant. In other words if the ball bounces very close to the line the scuff mark can be all at one side of the line where, in reality, part of the ball overlaps the line. Hawkeye assumes full diameter of the ball, so should be more accurate.
The bottom line is that people believe computers and, in any case, you can't argue with them, so Hawkeye saves hassle.
