An unwanted folder (albeit empty) appears in "My Documents" each time I start my computer.

I send it to the "Recycle Bin", but it always re-appears in "My Documents", as I say.

Can you please advise how I stop this happening and remove it permanently.

It's most probably a data folder for a program that runs at start-up (the folder name should give a clue as to which).

If that is the case, then the only way to prevent it from being created is not to run that program; otherwise there is always the possibility to have it created somewhere else.
Has it got a title, 08? I've got an empty folder in my Documents, ready to be used next time I need "New Folder".
Can you tell us the name of the folder, or is it different each time?

I agree with bibblebub, unless you can find out the name of the program that creates it you have no chance of stopping it happening.

Have you installed a new program lately?

May be worth doing a scan with malwarebytes (free) to check it is not a piece of malware or spyware.

Folder is always named "88-07-17 Santa barbara isla vista the graduate c r h"
Interesting. I just googled your folder name and it comes up with a number of entries for something called Torrentz and would appear to be a Ramones song. Does that ring any bells?
Torrent Client installed by you or one of the kids? lol
You have a 'downloading' program running at startup.
Check the Task Manager.
