Can connect to other user my camera woks but can't see other on camera any idea

Look in tools/options/video settings and check you can automatically receive video from people in your contacts list or from anyone...

Thanks .Maybe its not possible to get skype from ipad to phone is it ?

To have Skype video to video you need front and rear cameras as on ipod touch 4 which I do . This allows me to call my PC or any other of my Skype contacts from my ipod touch4.......and we see each other...without the two cameras you have to use a mirror in some way to see your contact.Does your ipad have one or two camers is the crucial question?

You could be using the ""wrong"". camera maybe.....switch em round..
